Hello, I am learning to write for android, but not everything is going smoothly with English, it is harder to perceive new information, especially in a non-native language. The idea was born to translate the site https://material.io/ into Russian. That is, to make exactly the same site only in Russian.
Is it possible to do this without consequences?

For what? Translation is the best content after self-written content. But it is better to copy without imposition. Make it similar, with translated texts. A very good idea. If it doesn’t get super attendance, then many will say thanks for sure. I don't have problems reading English, but many do.
However, it will not be easy to bring to mind. I would throw it in opensource.

In the author's monopoly? The owner (which is also Google here) gave you the right to use the work for any purpose, distribute it for a fee or not, change and distribute the changes back? Returned - these your Material Design Guidelines are free. Do not violate the terms of the contract [0], and there should be no problems.
A monopoly on trademarks? So "Material Design", it seems, is not a trademark [1].

Why copy everything? Do your own - an experience that you can't get from just copying. Well, you can just upload translations on GT / Habr
