Xl2tpd + Freeradius how to implement authorization?

How to implement authorization on xl2tpd using freeradius? I fight the second evening, there is not a single breathtaking material. I'm using Debian 10. Openswan is built fresh, xl2tpd from repositories and freeradius is also from reps. As a client, I installed radcli from the libradcli4 package. If you use chap-secrets, then everything is not bad, but the trouble is with the radius. The radius config did not change, as it was originally the way it is. Added the line "plugin radius.so" to ppp/xl2tpd.options, uncommented "localhost/localhost testing123" to the /etc/radcli/servers file.
There is no request for a radius. If you run "/sbin/freeradius -X", then it is silent. At the same time, Windows (as a client) throws 691 errors (judging by the logs, the chap challenge does not pass). Maybe I missed something? Maybe someone will advise?
