Will Windows 7 handle such hardware normally?

Will Win 7 Pro x64 lag on such hardware:

• Intel Xeon E5-2699 V4 processor
• Nvidia GeForce RTX 3090 video card
• Kingston SKC2500M8 NVMe 500 GB SSD - 2 pcs
• Samsung LRDIMM DDR4 64 GB 2666 MHz RAM - 4 pcs

Just You need to understand more, is there enough RAM or take 8 pcs.
