How can I tell if a component is working or not?

Good evening or afternoon to all Toaster readers! The old system unit "broke down", took it to the service center for repairs, they say the percent burned out and with it the motherboard. They said that everything would have to be changed except for the hard drive. The question is this: it seems to me that I was "deceived", and I would like to check for myself what works and what does not. How to determine if a component (processor, video card, RAM, power supply, motherboard) is working or not?

Hello. Yes, your intuition does not fail you! ;-) Name the model of the motherboard and the PSU used - it will be clearer and more convenient to "guess by the photo card". What exactly happens to the PC when you press the power button?
Start checking with the PSU - disconnect from the network, as well as all its cables from the motherboard, insert a paper clip into the main "connector" (20 / 24pin), closing the black and green contacts.
Look carefully at all the capacitors on the motherboard - for correct operation, they must all be not swollen. Clean all contacts from dust.
Find a speaker and connect it to the motherboard (if it is not on it). Turn off all expansion cards in turn, each time turning on the PC and paying attention to the beep.
