Make chromecast from android tv?

Hello everyone,
There is an android tv with android 4.2 on board. Is it possible to make some kind of chromecast out of it, in order to send video from the computer for playback. create playback queues, and ideally generally manage playback from the phone?
There was a cheapcast that allowed you to make a chromecast from a regular android. But he seems to be bent?

I would take a slightly simpler percentage, but a larger SSD - I now have a core i7 6850k and I don’t complain and I don’t think I will complain for a couple of years, but I’ll definitely buy a second terabyte of SSD.
