In fact, there we are talking about operators of universal communication services . It is unlikely that your point on the market belongs to such an operator. But if the boss insists, there are two human release options:
1) Technical - you set up a hotspot on your hotspot in such a way that when a new client connects, he needs to enter his phone number in the browser, which will then receive a one-time password.
2) Economic - you invite some existing provider who, for a fee, will put a wi-fi point on your behalf, and the provider already somehow stores data

Yes, another technical option came to mind: the law does not say anything about what will happen if the user deliberately enters incorrect information. Of course, this is a hack of the system, but you can make it so that the user simply enters his phone number, you save it and give access to the Internet.
