Question about a license?

Dual licensed under the MIT and GPL licenses: this is
the first time I've seen such a license. the question is can i use jquery plugin with this license on a commercial plugin?

Well, yes, this is a rather strange combination, although not the most meaningless among those common among jQuery writers. So surprised that you see for the first time.
Here, of course, we mean the disjunction of the terms of the licenses (that is, at least one of the two or both at your discretion), but this is written indistinctly, therefore, at your own peril and risk.
Moreover, although it is clear that "MIT license" refers to the Expat license , and "GPL license " refers to the GNU GPLany version; knowing that Zhukveri-tusovka is known for its indifferent attitude to legal regulation, I am ready to bet that none of them is correctly indicated. As for the question "can [can] be used [in] a commercial plugin". If you mean what you wrote, then you certainly can, because both of these licenses are free software licenses, and free software , by definition , can be used for commercial purposes.
If you meant something else, for example, can it be included in your non- free work; then, if we accept the above provisions as true, yes, the Expat license allows this (but do not forget to comply with it, albeit modest, but requirements).
