This is impossible from the point of view of the AppStore and almost certainly impossible from the point of view of Russian accounting. If we are not talking about digital goods or a specific business that does not compete with Apple / Google, then they allow you to conclude an additional contract with them and accept payment from anyone and in any way. For example, see the official application for paying for parking in Moscow.
