The system stores the full name and random identifier. Is it AS or ISPD?

There is a service in the local network that processes part of the data provided by applicants with his written consent. A system is being developed that pulls the necessary data for the system into the database and returns them upon request from a mobile application. The system stores the full name, randomly generated identifier and other data necessary for display, but not related to the applicant's data.
In this case, will the system be considered ISPD or does it belong to the AS?

ISPD
Last name, first name, patronymic refers to personal information relating to either a specific person or subject.

Yes.
PD can be ... sorry, I forgot the term ... In general, unambiguously defining or not. But at the same time, they do not cease to be such (the class, however, changes).
After reading your question, I can't understand the difficulty. The collection of consents is organized, someone - obviously - keeps them. Automation - works and even understand how. What are the problems to add this appendix to the ISPD?
