What is considered a personal data information system (ISPD)?

Good afternoon!
What should be considered ISPD - a separate Database where PD is stored, or all software where they can be stored?
For example, personal data can be scattered in different 1C products (accounting, payroll and personnel, ERP, CRM), on several sites and the processing goals are different for everyone. It turns out that the organization has several ISPDs?
