Will what is legal in another country be illegal?

Let's imagine such a hypothetical situation that some developer from Russia made a website. For a company from Burkina Faso. And in this country, bookmakers, financial pyramids and the distribution of pornography are allowed. And just such a site was ordered for him, on all these topics.
And now a citizen of Russia, went to this site and was offended by pornography, lost at the races and decided that he was thrown into a financial pyramid. And he went to the prosecutor's office, the police and Rospotrebnadzor with complaints.
Questions:
1. Can a case (criminal or administrative) be opened against the owner of a company from another country, despite the fact that the owner is a citizen of the Russian Federation, among other things.
2. Can the developers of the site be involved as accomplices if they provided services for the development and support of the site in this case?

1. Easy. Especially if a citizen of the Russian Federation, that is, there are more opportunities to take more for Faberge.
2. It is impossible to give a general recommendation, it all depends on the specific topic, what offended the citizen. The general principle here is this - he knew about the violation of the law, but continued to work - an accomplice. And it will be all very much depends on, violation of what law was. You yourself understand - the CPU and losing at the races are slightly different weight categories :)

Either the question has been changed, or the answers are somehow rash... If the site belongs to a foreign company, in the jurisdiction of the country where it is legal, then the maximum that can threaten this site and its owners is a ban through the RKN. Otherwise, pornhub would already be sick of filing lawsuits. There can be no legal claims against the programmer in this regard.
BUT! in the process of work, he may well store and use materials prohibited in the legal field of the homeland. And here there are nuances and the likelihood of flying out of the blue.
I’ll add on my own that getting involved in murky schemes, even for a big jackpot, is very often more expensive for yourself, if you see that they give you serious money for seemingly simple things, and they smell a little - don’t be tempted, there’s no such comrades with security at all, and rather in total you will fall under the distribution of elephants in the forefront.

1. If the actions of a foreign company are committed on the territory of the Russian Federation and are an offense, then they can. (But most likely a ban from RKN)
2. If there is complicity in the actions of the developer in a crime, then they can attract.
