Why isn't there a separate CapsLock layer of the Windows keyboard layout for the number strip?

With the help of microsoft keyboard layout creator, you can create your own layout not only with overloaded 3 and 4 layers `AltGr` and `AltGr` + `Shift` for all keys in the letter block (including numeric keys), but also overload `CapsLock` (only for letters ), for example:
`b` = `b`
`Shift` + `b` = `B`
`AltGr` + `b` = `«`
`AltGr` +`Shift`+ `b` = `„`
`CapsLock `, `b` = `,`
`CapsLock `, `Shift` + `b` = `<`
Thus:

буква ≠ Shift + буква ≠ CapsLock, буква ≠ CapsLock, Shift + буква

Questions:
1) Why, however, is this not true for number keys above letters, for which:
цифра = CapsLock, цифра?
2) How does NumPad fit into all this AltGr stuff? Is it possible to disable the input of characters by Alt-code, and also overload these keys on the 3rd and 4th layer with AltGr ?
PS I have no desire to reload Caps Lock to the English layout.
The question arose because it would be nice to overload the numbers on the superscript and subscript:
CapsLock, 7 = ₇
CapsLock, Shift + 7 = ⁷ and the rest.
But AltGr is already taken by me.

The described problem is relevant only in microsoft keyboard layout creator.
In KdbEdit , you can easily bind X₌₁₂₃₄₅₆₇₈₉₀₊₋ X⁼¹²³⁴⁵⁶⁷⁸⁹⁰⁺⁻ to CapsLock.
