Keyboard layout in linux

Description of the problem

I use mainly 2 languages English and Russian. However, sometimes you need to write in Norwegian (or some other language). I would like the main layouts to be Russian and English, and switching to another language was carried out with special keyboard shortcuts.

This can be represented as follows.
Group 1 layout languages:
a) Russian
b) English
Group 2 layout languages:
a) Norwegian

Switching within group 1 ALT+SHIFT. Switch to group 2 CTRL+SHIFT. Accordingly, for group 2, ALT+SHIFT will switch from Norwegian to Norwegian, and CTRL+SHIFT to group 1.

Actually questions

1. Is it possible to organize the above (gnome)?
2. If the first question is not, is it possible to assign a special character to the keys? For example, pressing "CTRL+ALT+{" will print "å", "CTRL+ALT+;" — "ø"...
