Why is Windows installing slowly on ESXi 6.0?

Good evening. I got a rented server with ESXi 6.0. I ran into the following problem: I loaded the isos in the datastore, I created a virtual machine, specified this iso and started installing Windows. The Getting files ready for installation stage is very slow, 1 percent in 2-3 minutes. As soon as this stage passes, everything starts to fly, all subsequent stages and loading takes place in seconds. I went through all the settings, everything seems to be normal. Maybe someone has already faced such a situation? How is it treated? Thanks in advance.
