Why is time slipping?

The computer runs Windows 10 and Linux Mint in parallel. The bootloader is GRUB. In Linux, everything is ok, but in Windows, after a reboot, the time is constantly lost to GMT, and I have Moscow (+3) in fact. The settings "set time and date automatically" and "set time zone automatically" are enabled.

Uncheck "hours in UTC" in Linux.
