Why is there no stream from Janus-Gateway through the mobile network?

The situation is as follows: there is a WEBRTC server based on janus-gateway. Now there is a problem: the stream from the mobile network goes to the server, but it can no longer be received from it. The situation is observed only with chromium based browsers and only from the mobile network.
Details:
The server with janus-gateway is located in a separate network in the data center using a white ip address.
When using the same cellular network (modem mode) from a smartphone and a PC, the stream goes on, the wired network can then receive from the cellular network, but not vice versa. On a wired network, the stream always comes to the client.
The videoroom plugin is used with default settings.
There were no such problems before.
When creating a room, the list of allowed codecs: h264, vp8.
On the problem side, the iceconnectionstate of the RTCPeerConnection goes into the connected state, and the connectionstate stays in the connecting state, after which the iceconnectionstate goes into the disconnected state in a second, the connectionstate into disconnected, later into failed and the connection is closed.
If you run via wifi, then there are no such problems, and also if you use mozilla on android or samsung browser
SDP in all options, the same ICE candidates are formed too
