Why is the tracert command not available on 2G/3G/4G networks?

When checking a trace route, the message "Query timed out" appears.

Fellow providers block ICMP responses.
And what is the OS? Windows uses ICMP, but Linux and IOS (not Apple iOS, but Cisco IOS) use UDP, with it the success rate is slightly higher.
