How to competently modernize the network at the enterprise?

There is such a network map Asus RT-N53 router + Edimax CAP1200 access point + Kyosera Ecosys M2040dn MFP (wire connected to the router) + Brother dcp1610 MFP (Wifi) + 25 laptops and about the same number of mobile phones on the waffle. (not always, of course, most often somewhere around half)
Basically, the work consists of: office programs, web surfing, CRM systems.
In general, I'm not an admin, but I have to poke around :)
The essence of the question: there was an acute question about stable network access to file storage (essentially just a shared folder on the boss's computer). In the form of the fact that the computer is on Windows 10 with its constant updates, the network crashes. In general, the "server" is on the top ten evil.
Requirements:
1. What would be constant quick access to network storage from any computer
2. Both MFPs will send files there via the network.
3. I really want to make access to network storage not only in the office, but also "in the field" - cloud storage. Because There is a second office - in another part of the city.
4. Data backup to the cloud.
5. System stability.
I have already looked at NAS QNAP D1 (maybe D2) with HDD WD red 2 TB. Suitable for our tasks, but a lot of things are superfluous.
I also need to change the router - I want to take the MicroTik company with a couple of gigabit ports and with good brains (to pull everything from above)
Advise what can be put in this situation. The budget is about 20 tr.

The working network must be on wires. Dot. The rest is prank. The problems that WiFi poses range from throughput and occasional unreasonable signal drops to the ability to intercept traffic and graze your network. It's not that hard to do, you haven't patched against WPA2 KRAK for sure, right?
You can take a decent server piece of hardware, for example, like this . They are constantly sold on Avito in a certain amount. The red price of an empty such server at the present time is 8-10 thousand. Drives are better to put new.
File sharing between offices in the cloud, despite the hype, is not necessary. To connect offices, you need to configure a VPN.
Network equipment in offices - D-link or Mikrotik. These are good inexpensive pieces of iron.
I do not recommend Owncloud recommended above. It's pretty heavy and buggy stuff. There is Seafile - it works faster, there are fewer problems in work.
But of course, if you have zero experience in all of the above, then if you can fulfill all the requirements, then it will not be very soon, and you will run into a lot of rakes along the way.

For such money - I already once wrote a quote from Mayakovsky - "it's better in a bar bl ... I will serve pineapple water!".
You can’t even buy a sane shelf for that kind of money - do you take Dishman iron and expect miracles from it? You even have a D1 with a screw that has already gone beyond the budget: D But you still need about a dozen for a normal Mikrotik. I will not say anything about backup to the cloud. If you want to share data, share. But in general, shelves are usually taken in such a way that there is some sort of fault tolerance, at least a mirror. And then the screw in your D1 grunts - what will you do?
