Why is the frequency of modern processors low?

Older intel processors, such as the E5-2640, had a higher frequency than the latest models of the GOLD series, but the cores and threads in the processors increased.
Why is the frequency dropping? Does this lead to a decrease in the computing capabilities of today's top processors?

Because they ran into physics in terms of frequency, there is too much interference. For this reason, they began to move towards parallelization.

that is, when choosing a processor for the server, do not pay attention to the frequency? What is more important threads or cores? There will be no virtualization on the server, only data processing.
Or do I need to take several proces at once?
