Why is port 161 closed in windows server 2008r2?

I'm trying to set up server monitoring via SNMP, it needs port 161. I opened the port in the firewall, netstat -a shows the port, but I can’t connect to the server from the outside. portchecker says the port is closed. What could be the problem? (Although snmp connects from the same machine to Localhost)
