Why is apcupsd not applying settings?

I am using www.apcupsd.org in hyper-v 2012r2. Installed the software, installed the driver.
The apcaccess utility displays a bunch of data (such as LOADPCT, BCHARGE, etc.), so I conclude that everything works.
Now I want to configure the killpower function, uncommented all the lines in the apccontrol.bat file in the ":doshutdown" section. This function turns off the power on the UPS itself after some time (3 minutes by default) after shutdown of the system on which the apcupsd software is installed. This is configured in the ..\apcupsd\etc\apcupsd\apcupsd.conf file with the DELAYKILL parameter.
But unfortunately all my attempts to change this parameter did not lead to anything. I ask for help in this matter
P.S. I also tried to change the WAKEUP parameter in the same file (the delay in turning on the UPS after the power is on, the default is 1 minute), and this again did not lead to anything.

I also tried older versions of apcupsd - the result is the same. Nobody faced?
