Why doesn't hosts work in OS X El Capitan?

For some reason, changing ip through the hosts file does not work. Though I change /private/etc/hosts, though /etc/hosts - there is no sense. For example, I prescribe 127.0.0.1 google.ru I
update the dns records on the computer using the dscacheutil -flushcache command I go
to Google and the Google page opens :( I even installed the Gas Mask program, which helps to quickly change the hosts. Nothing too ... What could be the reason?

ping google.ruwhat does it show?
