Why doesn't drag-n-drop work between FileZilla and Notepad in Windows 8.1?

I often work with files on FTP:
In Fillezilla, from the right panel (which displays files on the server), I drag the file to the left (in which a folder on my PC is open). Next, from the left panel, I drag this downloaded file into notepad.
On Windows 7 it worked. On Windows 8, I also drag and drop a file from the left pane of filezilla into notepad - and nothing happens.
Those. it won't open in notepad.
How to fix it?
