Is it possible to delete a file or folder bypassing the rights and the fact that it is being used by someone at the moment?
You need to delete the folder with files, but the files in it are open in "some .exe" files, I don't see them in the task manager. Is it possible to just take and erase them from the disk?

Yes, you can. To do this, install a small utility Unlocker on your computer . It will be registered in the context menu of files / folders and will help not only in deleting them, but also in renaming them.
However, sometimes (although very rarely) there are files that Unlocker cannot delete.
UPD : here in the comments, kind people suggest that there is a problem with Unlocker - the latest version is infected with muck.
