How to fix error 3358 "Unable to open the Microsoft Jet system database"?

The essence of the problem. When you run special software, the error indicated in the title is immediately issued. It doesn't even get to the database selection. The error appeared immediately on all network computers with installed software. OS - Win XP SP3, Win7 Std 64bit SP1.
I tried: reinstalling, fixing the software - it started once, then again an error. Kaspersky did not find a virus. Also tried uninstalling kaspersky, disabling firewall, disabling windows defender service. Uninstall the latest updates, roll back the system to a date before the latest updates.
By poking and dancing with a tambourine, it is possible to run the software only in Win 7 in the "compatibility fix" mode. I feel that the whole thing is in the Windows settings, but I do not know where and what to fix.

Disable Kaspersky Anti-Virus, this is another crooked update. After that, delete the system.mdb file from the database folder.
