If you just need a convenient editor - SublimeText, if you need an IDE - Rubymine. Usually a sublime is enough for ruby.

RubyMine is a great editor. The license allows you to work on any platform.

AptanaStudio, RedRaills
has everything, from console and git to capistrano, it’s convenient to work in redrails with api rails, but aptana is more versatile for front and back, IMHO put aptana

IMHO, sublime is much better (here, of course, old-timers can offer vim, but my opinion is that the game is not worth the candle) and on Linux, because, as far as I know, Windows is not intended for adequate commercial development on rails.
A text editor, in my opinion, is better than an IDE. it will make you work with git from the terminal, it will make you understand how rvm works, and not just open the right line of the right gem on click, what capistrano is, etc. etc., invaluable experience.
The advantage of ruby is that bulky IDEs are not required for most projects. As one of the developers of rails says - "Rails make it possible to write good code in your favorite _text editor_
