Why does Yandex issue point 15?

Good afternoon.
At one fine moment, the director decided to launch advertising on a copy of the site.ru site (through redirects) and took up the entire issuance of advertising in the search. For which Yandex threw us into the black list, and with any moderation of ads with the site.ru domain, it issues "Rejected according to paragraph 15".

Nothing, we decided to create a copy of the site, and advertise it.
We advertised on coupon accounts, and at some point, Yandex blocked all our accounts, and now points 15 to the new site2.ru domain.

We created another new site3.ru domain and decided to continue our activities, but Yandex somehow began to understand that it's us.

How can this situation be resolved?
(creating a new site is not an option, we can only raise copies to new domains)
