Why does the install.inf file not work correctly in windows 10?

I just wanted to set another mouse cursor, I click on "install.inf", and it opens for me as text, but I had to set the cursor on the computer, do not tell me what's the matter? Thanks

Supporting colleagues, I note that install.inf files are text files and naturally, when opened normally (by default), they will open as text files, in a default text editor.
