Where can I get the official C++ compiler?

I started learning C++ programming, but it turned out that I needed a compiler to learn. Where can I get a normal compiler (in Russian), preferably the official version?

You need to delete all partitions from the disk and re-create the desired size.

Move directly from Linux volume using GParted or from Windows - AOMEI partition assistant.
And what exactly did you do? What did the partitions move, from which OS? In general, nothing is clear.

I guess the terms compiler/ide are mixed up and you need an ide.
These can be
QtCreator and the Mingw32
Code::Blocks
DevCPP
Microsoft Visual Studio Express compiler.
The desire to download the Russian version is bad manners. Learn English if you want to be good at programming.

Yes, it's hard for you not to understand the difference between a compiler, a linker, a assembler and an IDE. There are no official compilers. There is a language standard. And how compilers for different platforms implement it is a topic for a separate sracha. Since you have Microsoft tags - I suggest resource number one and two
