Why does Photoshop lag on a powerful PC?

I have a pretty powerful computer:
Intel Xeon E5-2665
32 GB of RAM
video gtx 1060
ssd..
But the layout in Photoshop lags, page scrolling is jerky.
Document 200 mb. (2500 pixels per 10,000) or artboard 23 pieces.
I open the same file on i5 and with 8GB of RAM, there are practically no glitches...

I had similar problems with Blender. It turned out that not all Nvidea drivers work normally, I installed an earlier version of the drivers, everything worked fine.

Of course, it should not be very noticeable, but your Xeon operates at a frequency of 2.4 (2.8 in a turbo somewhere) and i5 under four, probably?
For Photoshop, the number of cores is not the main thing, the frequency is more important. But again, the difference should not be big.

I also have a Xeon e5 2680 v2, Quad 32 Gb ddr3 @1600Mh, the SSD is
only an old video card, but it's not needed in Photoshop. In general, too, photoshop lags.

I have the same - the same situation was - Xeon 2680v2, 32g of RAM, ssd for the system, ssd for photoshop cache, video 1060 3GB. and photoshop lags a lot. It was cured quite simply - in the avast antivirus in the performance tab, do not disturb mode - removed photoshop from there and it began to work at normal speed

I had a similar problem, activating the "OpenGL hardware acceleration" setting in the settings, in the Performance section, helped.
