How to separate layers in psd-layout (if Blend Mode is available) for Web layout?

A pds file with a layout for Web layout came from the designer. It turned out to be involved blending modes (Blend Mode) layers. Accordingly, if I save separately graphics from two layers, one of which is superimposed on the other with a mode other than "normal", and then combine them on an HTML page, the result can look very, very different - because in HTML / CSS there are no blending modes (well, except that transparency can be set).

You can not separate such graphics, but save them for the Web "in one piece." But I wouldn't want to. I would like to be able to later replace graphic elements or move them relative to each other already using HTML / CSS, without returning to the psd-shnik.

The question is: who is wrong here? Is it a designer who uses such functionality of Photoshop in vain and should he be asked not to do this, but to manage by other means? Or I don’t know something, and is it quite realistic to reduce all blending modes to the translucency supported in PNG and pull these layers out of the layout separately?

The designer is wrong. With blending mode, you have to be very, very vigilant for layout.

Of course, it’s worth asking the designer not to do this anymore, but the current design will either have to be redone, or the layers should be reduced fixing all the objects and typeset already in pieces without the possibility of separating the objects. Otherwise, you understand - all effects will be lost.
The maximum properties that layers can have is the alpha channel.

I, as a designer, can say that you somehow got a bad designer) Or completely green. Explain to him simply why this is not possible.
ps Apparently, it’s good that at the institute, while studying to be a designer, I worked as a layout designer. At least I immediately understood the essence of the complexities of this case.
