Why does CPU temperature and voltage drop when opening Aida64 or Task Manager?

Hello, I have a problem at the level of magic. I don't know where to look for a solution.
So I have CPUID HWMonitor or OSST running. They show a CPU temperature of 45 degrees and a load of 65 percent. no matter what I do on the PC, whether it's sitting in the browser, whether the PC will just be on. But here's a miracle, as soon as I start Aida64 or open the task manager, the CPU load immediately drops to 0-1 and the temperature becomes 30-31 (everything becomes as it should be). If any of these "magic wands" are open, then the temperature and load remain the same, but as soon as I close the dispatcher or Aida, 2 minutes pass and everything starts again ... Loading sharply from 1 to 100, then keeps within 65 percent and the temperature also rises, the cooler starts to yell. This is how I live ... I have to keep the dispatcher open all the time ... tin
