How to synchronize time in windows 7?

The problem is that after restarting the system, the time synchronization stops working.
Configured through the registry, 2 ntp servers are specified (they are on the LAN) as a flag, 0x1 is specified for the main for the backup 0x2. When loading the OS. the service starts through the "Task Scheduler"
The service starts. Next, through the w32tm utility, I check the synchronization.
w32tm /query /peers
shows Time left: 0.0
no synchronization. The interval is set through the Special Pool Interval registry.
And sometimes it works. Sometimes it doesn't work after a reboot.
If you specify only one server, then everything works without problems.
