How to stop random filling of drive C on windows 7?

I mainly use the system only for surfing in the browser.
There is an endless growth of content on the C drive. Currently 49 of the 50 GB are occupied. Although, in principle, I do not install anything there and did not install it. Cleaning the disk of garbage through "disk cleanup" has become meaningless.

Consider the main reasons for filling the disk-
In general, disk space is required for work and the minimum disk size for comfortable work with office tasks is 100-120GB.
If you have heavier tasks, you need more, if you are used to storing a bunch of user information like photos on the desktop and in the Documents folder, then you need a lot more.
If users do not work with the computer and it is used as a server, you can get by with a system disk of less than 100GB.
It should also be remembered that for comfortable work on the system disk there must be at least 20GB and at least 20% of the disk capacity.
Firstly, the lack of free space can cause programs to work incorrectly - there is nowhere to save temporary files.
Secondly, the disk starts to work much slower.
In HDD, with a lack of free space, wild fragmentation begins and, accordingly, the already low speed of work falls.
With a lack of free space, SSDs constantly have problems with cleaning cells, the speed again drops tenfold.
