Why can't updates be installed before shutting down the computer instead of restarting?

This is the picture that pleases me "eight" for the second time. Why do you have to restart your computer to install updates - and you can't install them by turning it off? What is it connected with?

Most likely, the update installation will continue after the reboot.

Apparently, part of the update procedure cannot be performed on shutdown.
