Why can't my router see me from the outside?

Good day to all!
I'll go straight to the point. Recently I installed a home server on an old laptop in order to keep several bots on it, but I could only connect to it via LAN (surprising, right?). It just so happened that my provider is quite small (I live on a campus, I have my own provider here) and gives white ip addresses by default in my tariff, moreover, the address is dynamic, it’s a sin not to use it. I did port forwarding with the 22 I needed for ssh, nothing happened, I didn’t understand why, I just can’t connect. Maybe it's still in the provider? It would seem that the router shows the same ip as the 2ip service. I am not a very savvy person in networks and, perhaps, I do not see obvious punctures. Thank you all in advance!

The presence of a white IP does not guarantee the absence of a firewall from the provider.
