Can't connect to vpn?

Raised a vpn-server on the ubuntu virtual machine according to this article - help.ubuntu.ru/wiki/openvpn. I try to be connected to it from the physical screw machine.
1) When connecting, I enter the IP address of the virtual machine where vpn. I get an error 800 server not accepting connections. In short, the question is: how to configure a client on windows to connect to ubuntu-vpn?
2) To connect to vpn you need a user and password, how to create it in ubuntu?
3) How to make traffic go only through vpn?

1. Try to ping to this ip, see if ports are open on the server (1194)
2. if you configured according to that instruction, then the user and password are not needed. perhaps only the password from the private key will be needed
3. route 0.0.0.0 0.0.0.0 in the client config will add a default route through vpn and all traffic will go through vpn
