I have been using Tilaa in the Netherlands for over a year now. For all the time there was not a single failure. Virtualization on KVM. True, the minimum cost of an optimal machine (1GB RAM + 20 GB HDD) with a Windows license will be €14.75. But this is one of the cheapest Windows VPS that I have seen in Europe + there are no complaints about the quality of service.
