How to route users to different servers in Remote Desktop Services?

Given:
4 branches (F1, F2, F3, F4) and 1 central office.
Each branch has 30 people.
1 server with RDS virtual machine (RDP1). Four additional machines have been created (RDP2, RDP3, RDP4, RDP5).
Task:
User F1 logged in only on RDP2, User F2 on RDP3... User F(X) on RDP(X+1).
How is user routing configured on servers? (Are there any digestible manuals)?

idiotic idea - you have a farm of rdp servers, if one virtual machine dies, let them connect to the rest. all documents are transferred to a network profile on a separate network share and mounted on a terminal so as not to clog the terminal screw.

If there are only 4 virtual machines, then break them down by ports.
F1 -> 111.111.111.111:3391
F2 -> 111.111.111.111:3392
etc.
