How to change file encoding in visualt studio 2013 c++ to utf-8?

I can't find a setting in VS2013 for C++ to set utf-8 encoding
if I write Russian text in .h or .cpp file, for example:

then after opening it via sublime text it plays like:
// ??? ????? ??? ?????
normally, the text is reproduced in Windows 1251, therefore it is installed in VS2013 by default, as far as I can describe in detail)))
