Which plugin to use to translate Wordpress URL from Cyrillic to Latin?

We plan to change the url links from Cyrillic to Latin.
1. What plugin to use for this?
2. How to make a redirect from the old pages of the site to the new ones in case of link changes?

rustolat plugin for wordpress.
A little outdated, but works as it should - it generates url for created pages.
Existing urls will have to be manually rewritten, as they are already in the database.
