There are certain problems in the Russian Federation (thanks to the ex-wife, bailiffs remove money from the cards).
How can I register a Payoneer card so that this does not happen? There is an additional bank card for a real wife + mine (which is blocked).
And does the bank even have the right to withdraw money from the Payoneer account or do not care?

1. Russian laws do not apply to payoneer.
2. payoneer is not a bank, many banking conditions do not apply to it (with all the consequences, such as bankruptcy, or simply closing an account like on paypal, although I don’t know more than one case, but still the possibility exists). This may also include the law of the Russian Federation on accounts abroad (which is a fine of up to 100%), i.e. formally, you do not have a bank account (since it is not a bank), and income arises at the time of withdrawal / spending.
Also, you can immediately transfer all the money from your account to another within payoneer, in total the money will lie on the "other person".
