admin-dashboard.pngGrav CMS is ideal for a developer blog. It does not require a database, all pages are stored in files and the site is transferred by simply copying the folder. Out of the box Twig templates for customization, multilingualism, syntax highlighting in posts, caching and so on, a large community, the creators of the engine are almost always online and will help with the problem. You can install it with the admin panel, or without it, just by editing the files and thus creating new blog posts.

For blogging, WordPress is the best.
DLE is also possible, but it is said to be full of holes, and more suitable for the media and so on.
