Which of the panels is better and more informative on the site?

, there was a need on the site at the top to organize a brief output of the
information necessary for average users, preferably in the form of a panel.
We implemented 2 options and would like to know which one seems more convenient for you:
1. Initially collapsed panel that, when clicked, shows maximum information approximately like livejournal (option 1)
2. Panel displaying 3 news one by one cyclically and weather with exchange rates (option 2)

The first option is similar to various kinds of contextual advertising, so people who have been online will ignore it, IMHO

At the same time, it can be combined with the first panel: remove the tab, put the arrows in the middle of the panel of the second option and when you click on the panel, slide out the rest of the panel. Although I'm teaching you. The meaning, I think, is clear.
I would do the first option, but change the behavior a bit: when entering the page, the panel is expanded, after a few seconds it collapses (it is desirable that it be on top of the main content of the page) - the user has time to get an idea of \u200b\u200bwhat is there (unlike the first option ), but you don’t need to make an extra click so that it doesn’t make your eyes callous (unlike the second one). Moreover, such behavior can attract additional emotionally positive attention to it, and the scrolling lines on the pages (and even more so in the statusbar :) ) annoy many, including me, although they also attract attention.
