How to make navigation like on habrahabr services?

There is a site on WordPress. I want the same menu (navigation block on the left), as on Habr's services. Please tell us how this can be implemented. Just don't say "using scripts". I ask you to unsubscribe only those who have a practical solution, not a theory.

Just so you understand, this is not a shared_plugin_for_wordpress. The menu is unique and cannot be downloaded and installed. Use ctrl+u. In general , @pygame is right, you don't need to do this.
