Which HDD is best for storage?

Hello everyone! Such a question: I want to buy myself 2 HDDs for file storage. I focus on noise. Since I'm building a new PC and I'm more interested in a quiet system. There are 2 HDD models.

1. Western Digital Caviar Blue 1 TB (WD10EZRZ) Operating noise level - 24, idle - 21 dB
   
2. Western Digital Caviar Blue 1 TB (WD10EZEX) Noise level during operation - 30, idle - 29 dB
   

Now I have a Western Digital Caviar Blue 1 TB (WD10EZEX) system, but later I will transfer it to an SSD. I read that Western Digital Caviar Blue 1 TB (WD10EZEX) often has heads parked. Who can explain in normal language how often this happens and how to reduce noise or turn them off?
