Which CRM with Task manager functionality is the most convenient, easy to use and deploy?

A small organization wants to implement a task management system.
The main criteria and capabilities of the system:
1. Setting the task in the system: the manager (there may be several), sets the task and sends it to the list of curators (responsible for a certain area of activity to the manager), the curator appoints the performer from his subordinates. It should be possible to assign multiple executors or change executors.
The body of the task should contain attributes: a description, the time when it was assigned and when the deadline, the time when the performer started and when he finished, it is very desirable that you can leave comments in the body of the task.
After the performer has finished the work, the curator must mark that he has checked the work (must leave a comment and the time when the work has been checked must be recorded). After that, the manager either returns "for revision" or closes the task.
2. All actions must be accompanied by email notifications (it will be good if the system can send SMS as well):
setting a task, changing conditions, reminding about a deadline, completing work by the contractor, checking by the curator, closing the project.
3. There should be reporting: by tasks (preferably a Gantt chart) with grouping by performer and time
. what tasks the user completed / did not complete during the period and which ones are in progress.
Curators report: same as for users.
4. It is desirable that the system was not in the cloud. It unfolded simply (without dancing with tambourines). Support for the Russian language is highly desirable, but not required. A web version is required, preferably a mobile application and a desktop one.
5. Both OpenSource and inexpensive paid systems are considered.
Explanation in reality:
There is a public organization (about 200 people, but there will be more). There are 3 leaders (managers), there are about 40 regional representatives (curators), there are about 150 members of the organization (performers).
The manager sets the task: "the residents of this area complain that all the shops are broken. 2 people need to repair 10 shops." Sets the start date and deadline and appoints the curator (K1) (regional representative of the district). The curator selects 2 performers and specifies in the comments where to get the materials for the repair. The manager appoints another curator (K2) (who is engaged in providing), who appoints another performer from his side who will provide materials. Contractors confirm the start of execution and completion of work. Curators confirm control, the manager closes the task.
Due to the abundance of CRM (I'm tired of reading that they are all wonderful) and the lack of experience with those, I ask you to advise, it is advisable to argue the answer.
