In a development company, the question arose of implementing a serious bug tracking system. In addition to the bug tracker, the system should also have the ability to monitor the performance of programmers and testers, the current quality of the product and its dynamics. It should be possible to maintain statistics by calculating indicators like "average time to fix a bug", "number of repeated bugs in the whole project / per developer", "distribution of bugs based on their criticality and priority", etc.

Don't look for other options. JIRA is all you need. The main thing is not to go broke on addons from the Atlassian store. And do not instruct a bunch of rubbish, because. starts to yell wildly. (Agile in JIRA is very resource hungry)
