Where to start implementing a web service?

There is an idea for a web service, but the problem is that I alone will not be able to implement it from the point of view of finances, and at least because I alone will be doing this amount of work for a very long time. While the team can cope with this task faster and at times better.
So that's what interests:
How and where to find a team? Preferably in a certain region, because the service will only work within one country.
Still faced such problem. Let's say I found a person with certain knowledge that I need.
I begin to explain to him that he will receive the money after we open and promote the project,. To this they answer me that this is a waste of time and that there will be no money, they say something like look for "another sucker" and leave.
So here's how to explain to a person that I'm looking for people in the team to implement the idea, and not for the person to do his job, I paid him and he left.

Probably not, even if the idea is good. everyone says: Oh Cool idea, you came up with a cool thing. But sorry no time. Now I can’t code anything left, work, part-time jobs, children have to be raised, the mortgage has to be paid. So you sit sawing your prototype alone at night. For 3 years, I was able to persuade one person to help. and then for 3 months in total (and even then a lot). True, I did not promise any money, I asked only friends to help. There was not even a talk about the shares.

Just an idea, it's bullshit. Without some kind of strategy, business plan, prototype, it's all empty. So yes, look for a "loha" or a person who likes the idea just as much as you do.
according to your description, it turns out that you do not have a business plan, a monetization strategy, etc. and consequently it is not necessary to count on profit. Yes, and limiting yourself to one region is somehow stupid.
Just think about it... Let's say the project takes one man-year of development to the first release (~2000 hours). We multiply this spherical rating by the rate of a normal developer (not less than $10/hour). Let's add the amount that will be spent on marketing, and this amount will significantly increase the amount that will be spent on development, perhaps by orders of magnitude).
Here ... everything is very bad and life is a pain.

Take a loan from a bank and do it, if the idea is worthwhile and you are a good marketing manager, then it will take off, you will return the loan, well, buy yourself a private jet and a skyscraper, and your programmers will simply receive a salary.
And so you ask them to share your risks, but what's the point of sharing them? And it makes sense if you are successful, have done a lot of projects and you have a lot of money, but people will follow such a person taking into account the money after the implementation of the project, but if you are an ordinary layman who is a loser, then you just ask them to share the risks with you, completely at their expense .

Make a landing page, indicate there even what you don’t have yet, write that you are actively looking for those who can help you in further development. Participate in all kinds of hackathons. Gradually, you will have a look at what you do, how people accept it. And then it will be clearer.
