I understand that this may be of interest to those who pour left-wing images of Windows on discs, or want to wash the dough on an order in the office. Or maybe I don't know something about selling Windows licenses? Report this dude to Windows support? Or just call the police?

You are a little confused - the sale of a license and the sale of the sticker itself. Chel, as far as I understand, offers you to buy stickers from him - that is, just pieces of paper on which the text is printed and there is a Windows hologram . By itself, this piece of paper is worth nothing and is not needed for anything, except for collectors.
Why does a person believe that his "product" has value? Here's why.
If you stick a sticker on the computer case (or rebuild the computer in this case) and, if there is Windows, then change the license key to the one on the sticker - Windows magically turns into a licensed! Well, from the point of view of "lazy" inspectors - there is a sticker, the number matches the number in the properties of the computer, the document on the operation of buying licenses (without confirmation) can weaken even a dropout - that's it, Windows is licensed. Another thing is that this "licensing" will fall apart from one call to the intended supplier :) (although in more complex schemes, he may be in the share)
What can be done? Never mind. The person does not break the law, he does not sell pirates, he offers to buy a piece of paper from him, which is neither a payment mark, nor an excise stamp - it's just a piece of paper. Yes, with its help it is possible to potentially break the law, but the one who buys this piece of paper will (perhaps) violate it.

This can be interesting to offices that do not have a lot of money, a decent fleet of computers and Windows are burned everywhere.
This option is quite cheap to bring it back to normal.
You take stickers, or even better cases with stickers, bring the keys in line with the stickers, cook up the dock. purchases for accounting.

Собственно, по мотивам моего комментария в этой ветке мне прилетел спам.
Предлагается "сотрудничество" по поставке "полностью оригинальных лицензионных наклеек-ключей OS Win".
Никакого криминала со стороны отправителя.
При этом надо понимать, что наклейки не могут появиться из воздуха, они должны быть получены по факту покупки лицензий, подтвержденному счетами и актами. Которых этот "темный рыцарь", разумеется, покупателю не предоставит. И тому для создания хотя бы видимости законной покупки этих ОС потребуется подделка собственной бухгалтерской отчетности. То есть, убегая от статьи за пиратки, получить хорошие шансы влететь за подлог.
Как все-таки хорошо выкинуть Винды из офиса и спокойно работать, не пачкаясь во всем этом дерьме!..
